Emmanouil Antonopoulos was born in 1962 and lives in Pefki, Attica. He is descended from his father from the Teixio of Doridos and from his mother from the Episkopi of Ierapetra. He is married and has a son, Alexander.

He is a graduate of the Department of Economics of the University of Piraeus and the Department of Informatics of the same University.

He also obtained postgraduate degrees in Finance for Business Executives of the University of Piraeus and in Banking of the Hellenic Open University.

He is a graduate of the HD Educational Series, Department of General Administration of the National School of Public Administration and speaks English.

He has attended educational programs - seminars on financial and administrative subjects at the European Institute of Public Administration, the National Center for Public Administration, the National and Kapodistrian University of Athens and the University of Piraeus.

Prior to assuming his current position as the Acting Secretary of the Ministry of Culture and Sports, he served as Director General of Financial Services at the Ministry of Education and Religions, as Head of Directorates at the General Accounting Office of the State, where the Head of Department and at the Varvakeion Foundation.

More specifically, he was Head of the General Government Actions Evaluation Directorate of the General Directorate of Public Health, Head of the Directorates of Financial Control Services in the Ministries of Finance and Public Order and Deputy Head of the General Hospital Nursing Department.

He also served as an Inspector, in the Body of Inspectors - Auditors of the Ministry of Transport.

In addition, he participated as a regular member of the Board of Directors of Ε.Τ.Ε.Π.Π.Α. and to the Administrative Committee of the Air Defense Fund.

Participated in Working Groups, among which, as Coordinator of the Working Group for the transfer of responsibilities of the Audit Services to the competent Financial Services of the General Government Bodies, of the Working Group for the acceleration of the payment procedures of the Trade Transactions, the overall institutional framework for the control of the legality and regularity of the expenditures of the General Government Bodies.

In parallel with his studies, he was an athlete of the football teams of A.O. Pefki and Doxa Vyronos.​
