HISTORICAL & MONUMENTAL CONTEXT

The Church of Panagia (Virgin Mary) is located on the outskirts of the modern settlement of Agia Roumeli, on the southern coast of Chania, at the site of ancient Tarra — one of southwestern Crete's most prominent urban and religious centers during antiquity.

The monument is built over the sanctuary of Tarraios Apollo, from which the terrace (andron) and numerous architectural elements survive. These features attest to the site's enduring sacredness and continuous use as a place of worship from antiquity down to modern times.

The surviving monumental complex encompasses remains from successive building phases:

• The pivotal Early Christian basilica of the 6th century AD, which survives today in ruinous form.
• The small single-room Venetian-era church, erected over the sanctuary of the ancient basilica, which forms the main surviving structure of the complex and continues to function as an active place of worship.

PHYSICAL OBJECTIVE & RESTORATION WORKS

The project aims to directly address severe structural vulnerabilities, material decay, and weathering, while conserving the authentic features of the building envelope and removing unseemly modern additions.

The planned interventions include:

1. Preparatory Works: Site clearing, vegetation removal, and archaeological excavations focused on the foundations (eastern and southeastern areas).
2. Structural Restoration & Consolidation: Pointing, masonry consolidation, plaster repair, stone repointing, localized rebuilding, as well as reconstructing the western portion of the south wall and the retaining wall along the access staircase.
3. Protection & Conservation: Waterproofing the roof, conserving the mosaic floors and wall paintings, and restoring the adjacent funerary monument.
4. Morphological & Aesthetic Restoration: Removal of the modern bathroom structure, dismantling the modern bell tower, and mounting the bell on a new, traditional wooden structure.
5. Site Infrastructure & Landscaping: Soft landscaping of the surrounding area, construction of an accessible WC facility, installation of architectural accent lighting, and placement of informative signage.

PURPOSE & INNOVATION

Executing this project is vital for preserving the structural integrity of the monument and safeguarding the cultural heritage of the region.

• Innovative Approach: The project introduces a modern framework of low-impact interventions and environmental sensitivity tailored to remote areas with challenging terrain. It integrates digital tools (QR codes and interactive informational panels) offering historical and documentation material, seamlessly linking cultural tourism with hiking experiences.
• Connection with the Natural Landscape: The church is situated at the exit point of the famous Samaria Gorge, which welcomes approximately 150,000 visitors annually. Its enhancement will elevate the visitor experience and strengthen the cultural footprint of the settlement.

ACCESSIBILITY, EQUALITY & SUSTAINABILITY

• Accessibility & Social Inclusion: While the rugged natural terrain limits physical access for individuals with mobility impairments, visual contact with the monument is preserved from multiple points in the settlement. To ensure equal access to information, a special Braille sign will be installed for visually impaired visitors.
• Non-Discrimination & Gender Equality: Full compliance with regulatory frameworks regarding gender equality and non-discrimination is maintained, both during workforce recruitment and in operating the monument as an accessible public asset.
• Sustainable Development: All works follow eco-friendly principles, incorporating sustainable materials, reusing authentic structural components, and demonstrating total respect for local biodiversity and the landscape.

EXPECTED BENEFITS

Upon completion, the monument will be delivered fully restored, structurally safe, and open to the public. The expected benefits extend across multiple levels:
